Ciroen Xsara Picasso '09. On checking the fusebox under the bonnet, the 30A fuse for the 'Air Pump' was?

missing. Could this be right? We have AirCon that seems to work fine. Why would the fuse not be present? Or is the Air Pump something else? (Fuse position 16 on diagram).
